As noted during the discussion, this Constitutional Law had previously been considered at the 17th plenary session of the Senate and referred to the Legislative Chamber with proposals for improvement. A conciliation commission, comprising senators and deputies of the Legislative Chamber, subsequently revised the Law with the involvement of representatives from relevant state bodies and organizations.
The Constitutional Law establishes the legal foundation for the "Enterprise Uzbekistan" International Center for Digital Technologies, which will operate on the principles of English law within the territory of the republic's IT Park.
Under the provisions of the Constitutional Law, matters pertaining to the establishment, activation, and modification of the Center's boundaries, its strategic management, the appointment of key officials, and other issues falling directly within the powers of the President of the Republic of Uzbekistan will be determined through relevant decrees and resolutions.
The Law also provides for the introduction of a flexible tax and customs regime, tax exemptions for certain categories of activity, and a simplified procedure for the import of equipment, technologies, and materials.
In addition, the Law envisages the establishment of support mechanisms for participants of the Center, including the creation of a single-window system for registration and management, as well as the introduction of guarantees for the protection of intellectual property and investments.
The establishment of the Center is expected to lay a solid foundation for increasing the country's export of digital services to USD 5 billion by 2030, creating more than 300,000 new high-income jobs within the economy, and enabling many talented young people to earn globally competitive salaries within their homeland.
The adoption of the Law will ensure that the property and intellectual property rights of foreign investors are guaranteed in accordance with international standards, thereby facilitating the direct entry into Uzbekistan of leading global transnational IT companies such as Apple, Google, Microsoft, and Amazon.
According to the senators, the Constitutional Law will contribute to increasing the IT sector's share of gross domestic product, expanding the volume of foreign direct investment in the digital sector, creating new jobs in the field of digital technologies, and increasing the volume of IT services exports.
Following the discussion, the senators approved the Law.
